Overview:

CONNECT promotes the financial stability and mobility of residents of Chelsea, Revere, and Everett in close collaboration with partner organizations by providing holistic services. CONNECT’s formal partners are Metro Housing| Boston, Bunker Hill Community College, Metro Credit Union and MassHire, and we also work extensively with other organizations including La Colaborativa, Women Encouraging Empowerment, Revere Community Schools, and the local municipalities. 

The Assistant Director will help the CONNECT Director in all aspects of running the direct services partnership initiative, be involved in the wide range of critical services that CONNECT offers the communities TND serves, and support every facet of CONNECT’s operation, serving as the second line of authority and management for the program. This is an exciting time to join the CONNECT team in a leadership position. The communities TND serves – Chelsea, Revere, and Everett – are dynamic immigrant gateway cities, but a combination of pandemic job loss and gentrification are threatening the diverse nature of our communities. In response, CONNECT has been expanding its portfolio of services, which now include free tax preparation, access to job coaches (who help jobseekers get back to work, obtain better jobs, and identify vocational opportunities) and financial coaches (who help our clients reach their financial goals), and a hotline that assists our clients with public benefits applications (such as rental assistance and SNAP).  The hotline also provides residents with information about tenant rights and connects callers with legal aid, emergency housing resources, and other wrap around services as needed.

CONNECT is a program of TND, a non-profit community development corporation with a mission to create strong neighborhoods enabling community members to secure a stable home, achieve economic mobility, and determine their own future. The organization builds affordable homes, supports households to achieve greater financial mobility, and organizes community leaders on issues related to neighborhood conditions as well as social and economic justice. TND’s headquarters is in Chelsea where it has operated since 1978. The organization expanded into Revere in 2010 and began offering some its services in Everett in 2018. Responsibilities and Duties:

1) Promote the coordination and integration of services:  CONNECT’s model is premised on helping clients access holistic services. We have found that when clients access more than one service, their outcomes dramatically improve. The Assistant Director will help create systems to better coordinate services among CONNECT units and across TND departments. The Assistant Director will also help coordinate with CONNECT’s formal and informal partners to ensure the most effective delivery of services to our communities. 

2) Recruiting and onboarding new staff, including VISTAs and AmeriCorps Members:

• Draft job descriptions

• With support of our HR team, make sure that job postings are widely distributed

• Participate selection processes 

• Aid with the onboarding process 

3) Support CONNECT Director with grant management, reporting, and fundraising:  Provide data and narratives about CONNECT’s accomplishments to our resource development team. Help develop the strategic direction of the program. 

4) Review internal data and metrics to ensure achievement of goals and targets:  TND/CONNECT is focused on making sure that our services are meeting the changing needs of our communities. The Assistant Director will work with the CONNECT Director to ensure we have set appropriate goals and to monitor to see if we are reaching them. 

5) Serve as operations manager of the Housing Assistance Hotline:  Work with the Housing Assistance Hotline Manager to provide oversight and improvement of the CONNECT Hotline service, and to help hotline staff expand its case management and housing counseling services model.

• Maintain an accurate understanding of relevant program eligibility rules, application requirements, and the application process; the hotline and database systems the team uses to assist applicants, securely transmit applications, and track/report progress and results; and the quality review and disbursement process.

• Develop recommended standards and processes for Hotline’s operational systems, use of technology, and workflow, to improve accessibility, intake systems, referral systems, data tracking, and case-management model. Support the Housing Hotline team with implementing these processes. 

• Perform quality review of RAFT applications prepared by Housing Hotline associates to make sure the applications will go through, and our clients can quickly access assistance. 

• Develop meaningful intake metrics and reporting for funders, TND board, or other entities as needed.

• Serve as main liaison to partner organization Metro Housing|Boston, including:

1.  Monitoring RAFT application processing to make sure that all are being timely approved, ensuring time-sensitive applications are elevated and prioritized, proposing systems changes when state guidelines change to maintain, and trouble-shooting issues.

2.  Overseeing our relationship with the Metro Housing|Boston staff member who provides housing search services to CONNECT clients.

6) Support CONNECT staff as needed.

7) Work with CONNECT Director on other tasks as needed. 

Desirable Qualifications:

A strong candidate will demonstrate many of the following qualifications:

• Experience managing staff. 

• Strong program implementation skills: experience stewarding and improving programs.

• Experience using or developing data systems in social work, housing advocacy, human

        services, or related fields.

• Direct experience working with low-income clients. 

• Familiarity with rental assistance programs and/or experience working in housing case management or related fields.

• Commitment to the mission of The Neighborhood Developers and CONNECT and to social, economic, and racial justice. 

• Ability to interact positively and effectively with a variety of people from different backgrounds including race, ethnicity, gender, sexual orientation, and socioeconomic status.

• Demonstrated ability to manage time, work effectively in a team, prioritize appropriately among multiple competing demands, and solve problems.

• Detail-oriented, well-organized, and able to work independently. 

• Flexible and willing to adapt as circumstances require. 

• Strong computer skills with Microsoft Office suite and with Salesforce or other databases. 

• Excellent communication skills.

• Fluency in both English and Spanish is ideal.
