HR Recruiting Specialist
Organization Overview
Opportunity Communities – or OppCo --provides locally-based non-profit community developers with administrative and core business supports that offer the benefits available in a larger-scale entity without losing local independence and control. By centralizing financial management, purchasing, human resources, data and evaluation, information technology, and other management functions, and by sharing expertise in core programs central to the business of community developers (real estate, asset management, and tenant services), OppCo members are better able to meet need within their communities, achieve deeper impacts in core lines of business, and to ensure that change is equitable.
Role Purpose
The HR Recruiting Specialist executes and coordinates recruiting support across the OppCo network. This role ensures consistent hiring workflows, timely candidate movement, organized hiring manager coordination, and accurate tracking of recruiting activity across multiple organizations.
Scope of Role
- Owns recruiting coordination from intake through offer handoff
- Owns candidate communication workflow and interview scheduling execution
- Owns recruiting trackers, status reporting, and hiring workflow discipline
- Supports hiring managers with process consistency and timeline adherence
- Owns day-to-day management of the HR intranet for internal HR transactions and REDI information sharing
Core Responsibilities
A. Requisition Management
- Conduct intake with hiring managers to clarify role needs, timeline, and selection process
- Coordinate posting steps and applicant flow management according to approved workflows
- Maintain visibility of open roles across network organizations
B. Candidate Flow & Interview Coordination
- Coordinate screening steps and candidate communications
- Schedule interviews, confirm panel availability, and manage candidate logistics
- Maintain interview materials as required (scorecards, interview guides, process notes)
C. Process & Metrics Tracking
- Maintain recruiting tracker accuracy and provide regular status updates
- Identify bottlenecks and escalate delays to SVP HR with proposed solutions
- Ensure closed-loop communication: candidates, hiring managers, and HR Ops receive updates
D. Offer & Handoff Support
- Coordinate offer logistics and documentation routing for approvals
- Ensure smooth handoff to HR Operations for onboarding execution once accepted
E. HR Intranet Management (HR Transactions + REDI Information)
- Maintain the HR intranet as the central resource for internal HR transactions, templates, and process guidance across the network
- Publish updates to HR resources, tools, and standard workflows to ensure version control and easy access
- Maintain internal intranet pages for REDI work activity, including updates, resources, timelines, and network-facing information as approved by SVP HR
- Ensure consistent organization and usability of intranet content across full member organizations and affiliate members
F. REDI Support (Communications and Coordination)
- Coordinate internal communication of REDI work activity across the network through intranet updates and standardized reporting
- Track REDI-related action items assigned to the HR function and maintain visibility on progress for SVP HR
- Support scheduling/logistics for REDI-related meetings, sessions, or network activities as assigned

- Hiring manager satisfaction with responsiveness and organization
- Recruiting tracker accuracy and visibility across all open roles
- Consistent candidate communication timelines
- Reduced time-to-fill through strong process management
- Interview scheduling and coordination completed without delays or errors
- HR intranet remains current, accurate, and consistently used for internal HR transactions
- REDI information is organized, updated, and visible internally to support network engagement and follow-through
Decision Rights & Escalation
This role can independently decide:
- scheduling sequence and coordination tactics to move candidates through stages
- standardized communications aligned to approved templates
- routine process reminders and follow-ups with hiring managers
- intranet structure improvements and content organization within existing standards
This role must escalate to SVP HR:
- hiring manager non-responsiveness impacting hiring timelines
- scope changes, comp concerns, or major process exceptions
- candidate escalations requiring HR leadership involvement
- any new REDI initiatives, messaging shifts, or network-wide REDI direction
Essential Requirement: On-Site Presence
This role requires a consistent schedule with regular in-person, on-site presence across full member organizations and affiliate members, aligned to active hiring priorities and member needs, to support hiring managers, coordinate interviews, and maintain reliable recruiting partnership across the network.
Required Qualifications
- 3+ years recruiting coordination or talent acquisition experience
- Strong project management and communication skills
- Ability to manage multiple open roles across multiple organizations
- Strong follow-through, organization, and attention to detail
